“To feel the charm of Tallinn, to get under its spell you only have to take a walk in the old part of the city. The traditional thing for a visitor to do as soon as he arrives is to go up the hill to Toompea. From the top of the hill the entire town can be viewed. At the foot of the hill lies a park with several ponds. To the right and left are the streets of the newer part. You can see the bay cutting into the city, the low-lying peninsulas on both sides of it, and the ships in the port. Further away rise the smoking chimneys of the factories on the narrow Kopli peninsula, and right below you is the railway station, the remains of the old fortress and the Old City.”

Rostovtsev’s survey of the northwestern part of the Soviet Union along the coast of the Baltic Sea—occupied by the three republics of Estonia, Latvia and Lithuania and by the Kaliningrad Region of the Russian Federation—referred to as the Baltic Area.
