“A month later Congress was emboldened to ask for a loan of eight ships of the line to break the British blockade, and hinted that it would like to see in addition the French and Spaniards send a large fleet at their own expense. And in December a further instruction was dispatched to the commissioners to ask for a loan of two million pounds sterling to help stabilize the American dollar, and pressure was to be exerted to induce the French to delay their entry no longer.”
